I wanted to ask why when I input the "CC Force motion blur" inside the audio spectrum on the last effect layer, my audio spectrum vanishes and no effect was generated.

im using CS5... is it because of the CS5 version?

dude, you have to use it at the base audio layer, not the last, to show it up you have to put this mode as screen, encrease the value of blur and check the samples. that's it!

If you have access to Trapcode Sound Keys by Red Giant, you can make any key-framable (is that even a word?) element of Saber follow audio different audio frequencies of any sound track.

In your example, he is not using Saber plugin, just using audiospectrum and a tint/glow on it or combination of effects.

There is a way to use Saber tool, but it requires some autotracing with 'motion masking' as saber will not follow the paths of the audiospectrum data. Here is an example I tested with autotrace + motion mask:
