Unable to get plugins to work in After Effects CC 2017

My former PC motherboard died. I built a new PC.

I'm running windows 10 64bit... I re-installed Adobe creative cloud along with AE CC 2017

I tried to install optical flares and Element 3d... Neither work or show up in my video copilot section.

Am I missing something? I did happen to notice that during install, the installer did not find my version of AE cc 2017... I had to click on "custom" and browse to my AE CC 2017 folder.

Anyone else have this problem and is there a solution?

I have the same issue with Elements on my Windows 7 machine. Worked fine until I got the CC 2017 update and now will not work even afetr re-installing.
