Slowly learning after effects. Need help recreating this sce

So what i'm trying to do is recreate this fiery part. The problem is that im not trying to animate it by drawing. I'm trying to recreate it IRL. The flashing lights and all that extra shit i can find videos on but just the part where the fire starts moving all wild is what im struggling with

IRL? Well i suppose if you just took a light with a keyable base and zoomed it across the screen..you would get a similar effect. and you can always use the echo effect to further add to the streaming effect...note your character should probably try to stay still when the light goes by
