How to do this Hair animation technique ?

other than puppet tool and freeform pro is there iny easiest wway or other tool that help do this smooth hair and clothes animation effects from a still image please ?

Looks like he's using multiple layers with puppet pin. The layers seem to be cycling their distortion.

You could accomplish this with a loopOut expression. Set two keyframes for the puppet pin, add some easy ease, and add the expression loopOut("pingpong").

You can do some subtle wind effects with Turbulent Displace.

The rest would be puppet pin. Simple approach would be to use a wiggle expression for pin positions.

For something more controlled, use nulls for puppet pin positions and parent them,rigging the hair like you do character rigging for arms and legs. That takes significantly longer to set up, but can look very natural.
