Realistically it looks like a standard globe with the water replaced with a water particle system. Theoretically if you just want to use AE, get a globe texture, cut out or matte the oceans. Use Psunami for the water, pre-render. Place it with the map in a precomp, then use cc sphere or element to wrap it. The water on top just use some stock splashes composited on top.

You could also use stock if you don't have Psunami or ideally in a 3D program with water simulation capabilities.
