Best way to replicate this effect

Wondering the best was to replicate the panning effect seen at 1:21 - 1:23 on this video (

I have some 3DS Max building model to use. I want to be able to replicate the depth of field blurring and insert haze\fog etc between the foreground and back grounds buildings.

Should I render foreground and background separately and combine them as separate layers and put fog\haze elements between the layers? Any other suggestions? BTW I don't have Element 3D to render in after effects, got to be done in 3DSMAX (student license so free).

Looking for the most efficient way to replicate such an effect so I can repeat it easily (lots of panning shots in my project)

I would imagine the fog was created within the 3d program but if not you can set up a depth pass aov or an object ID for the buildings.
