Ok, it's a good try. Let's see:

I assume you shot under non-ideal conditions, in fact, your video is quite desaturated / poor on contrast, work your way with Curves and give it a better look. Second point, it seems to me that your pupils aren't well aligned / tracked, have a look at it. Also -- and that's my personal opinion -- the color used for the particles isn't right. I would have gone for a light shade of blue, slightly desaturated. But that wouldn't be a Heat ray.

It looks like you are using a webcam, can you adjust the color at all? Like europa said, the color needs to be adjusted on the laser, or whatever you call it.
Use Google, it will usually give you the answers you need, given you use the right search parameters.

no im actually using a 12mp camera but i reduce the quality to make it fit on youtube thanks for the tips but the heat vision is just the way i like it i know what u mean with the colours though i think thats something to do with the me reducing the quality of the video.

The effect wasn't really anything I've never seen before. You should add your own special touch to it.
The reset button was my idea.

Color correction and some reflected light back on your face and back wall. But that has already been covered. I might break up the light beams with some positional randomness as well.
