fresh install of element 3D wont run after install

i have just installed element 3D after not having used it for a while and after installing i get
Element.aex could not be loaded (126)

whats causing this? i cant seem to get it working at all

i don't know your sytem, PC or MAC, NVIDIA or AMD Graphics Card ?
If you have a PC, try at first to install the latest Driver for your Graphics Card,
download the Driver direct from NVIDIA or AMD.
