not sure about a tutorial but try using render clouds on a layer then add a layer mask and use the type tool (white text on black) to create your text. you can then use layer styles to add bevel/drop shadow...etc.

create text, make 2 circles and erase part of the one just like the bottom circle. Raster layers and combine them, double click on layer and apply gradient effect and play with it till you get the desired look.

Exactly what part of that text are you needing help recreating? The font? The circle shapes? The coloring?

Thank you for your answers !!!I want to help me on how to make circles with this thickness as a photo !(I use the ellipse tool ,It Is Wrong ?) and what color effect(text) uses in this photo?

Use the ellipse tool and drag your circle as big as you want then right click in the circle and select contour fill. Choose the width and the color and press ok (I would take yellow) .
