ram preview problem with gtx 1070

i have question if you don't mind

this is my pc
CPU: AMD RYZEN 7 1700 8-Core 3.0 GHz (3.7 GHz Turbo)
MBD: Asus ROG STRIX B350-F GAMING
GPU: Gigabyte AORUS GeForce GTX 1070 8GB
SSD: Crucial MX300 275GB SATA 2.5" 7mm (with 9.5mm adapter) Internal SSD
RAM: Crucial Ballistix Tactical 16GB DDR4-3000 1x16GB

i have bought it month ago.
i use AE for making 2d explianer videos but the ram preview is too slow and I noticed that while After Effect is working, in the task manager the GPU is almost always 0% to 5% and the CPU around 10% to 60%. Why After Effect can't use more resources?
