Low budget can mean many things... What is your budget? A list of lights, sound, cameras, lenses, accessories, etc. will cost thousands of dollars, without a doubt.

I have to agree with others. We need an amount of your budget. I have worked don several low budget indie films. One with a budget of $600,000. Another with a budget of $8,000. And one with a budget of $300. All three thought they were low budget.

Honestly, it sounds like you're dreaming of what could be instead of being realistic of what is possible. You should probably start reading pro's and cons of different cameras, recorders, mic's, etc. That being said...

Cheap Kit:
Canon Rebel
Kit Lens or a 50mm 1.8
Rhode Video Mic
2 Red Heads

Medium Kit:
Sony A7s Mk2
Set of primes
Zoom H6
Shotgun Mic with boom pole and Zeppelin
Light Kit

Best Kit:
Pretty sure you can't afford what I'd suggest here.. Most people can't and, you'd need to hire professionals to use the top gear.

For a 4K camera on the cheap, the Panasonic G7 is a better choice (on price alone, imo) and the G7 can also record 10 bit 4:2:2 4K on an external recorder.

Though I'd rather go for a Blackmagic Pocket Cinema Camera. 12 bit uncompressed 2k > 8 bit compressed 4K.

G7 is a great camera, but micro 4/3's are so bad in any sort of subpar lighting, so I tend to avoid them only for that reason. But otherwise it's incredible! The A7s Mk2's dynamic range is something else!!!!!! I use it exclusively now and seriously love everything about it!!!

Ok, checked some footage, that's a really nice, crisp image and nice look straight out of the camera too.

Oh, and this is beyond insane. For the first time you get an idea how much nocturnal animals actually see - there is a full light spectra still, it's just at such crazy low levels...

Like seriously, INSANELY powerful in low light.. And even if you have near blown out sky, the dynamic range is that great that I can fix it in post... This is all in camera.. 4k... Its beautiful! I can't recommend this camera enough..

You're only going to get extra wide angle shots with a GoPro. Even with cropping, you'd get at best 5-10% of the shots you need for a movie, as they would all be long shots (showing the environment) with extreme distortion at the edges. Unless you're going for that "inside a bubble" look for the whole movie.

For a good camera in that price range, I'd recommend Panasonic FZ-300.

Lol, use an iphone 6 if you're into that kind of budget film making. I don't mean that in a horrible way either. If you or a friend have an iphone 6, you can get amazing video quality and you dont have to spend money on a camera.
