I am already paying 19.99 a month for Ae but i cant afford premeire and need it for a project. Any thoughts or suggestions?

Use Resolve. Way better color tools than Premiere Pro too.

Do you "NEED" premiere because it is required for a job? Or do you need premier because you need a NLE? If the latter, then as farmfield said, resolve will work for you as long as your output is less than 2k (I think). Resolve is not like premiere so there will be a learning curve there. There are other options out there too like HitFilms.

If you need Premiere and the project is short, then download the demo. Otherwise, you can rent it for the project then stop renting it.
