Achieve a High Bitrate for Youtube 4K Video

I have been trying to solve an issue in which I export gorgeous glow falloffs from after effects, but when I export them from premiere, they become color banded and I cannot seem to figure out why. Does the fact that it is in 4K have anything to do with it, or do I just need to fix output settings in premiere in order to achieve awesome results from my glow? I have tried the Youtube 2160p 4K Preset, but then I have no luck. I have seen awesome optical flare falloffs on Youtube before, so I cannot figure out why I am having this issue.
